The Iron Giant should have more than enough power to get back up, and, as it mentioned in the previous chapter, it wants to cross paths with Luffy. That is likely what is going to happen in One Piece chapter 1119 towards the end.

Fans should fully expect the Iron Giant to swim up, and then aid them in battle against the Elders.
