The power of Haki is a rarity in One Piece. There are many characters in the series who do not possess this power and solely depend on their Devil Fruit, which essentially is not enough to survive in the One Piece world. But as the series has moved into the final phase, the only characters that remain have decent control over their Haki abilities, and a lot of them also possess Conqueror’s Haki.

Conqueror’s Haki is the epitome of all the Haki abilities. It allows the user to implement their will on others and assert dominance over them. It is a mysterious ability and is only found in a handful of One Piece characters. Also, the mysterious nature of Conqueror’s Haki has led to many debates among fans about which character possesses it and which doesn’t.
The two most debated characters in One Piece about carrying the Conqueror’s Haki ability were Monkey D. Garp and Marshall D. Teach (Blackbeard). One Piece Theory About Monkey D. Garp is Finally Debunked
The character of Monkey D. Garp holds a lot of importance in One Piece as the Hero of the Navy and the grandfather of Monkey D. Luffy. His strength, which was recently witnessed in the One Piece anime, proves that he is one of the strongest characters in the series who does not need the power of the Devil Fruit. His ability to use Observation Haki and Armament Haki was already confirmed, but fans were confused about whether he possessed Conqueror’s Haki.
There was also a bizarre theory going viral on the internet that proved that Garp didn’t have the color of the Supreme King Haki. The theory stated that Garp’s character was a display of the fact that even without Conqueror’s Haki, it is possible to stand at the peak of strength. While it was never officially seen in One Piece, Blackbeard’s status as one of the biggest villains made him eligible to possess Conqueror’s Haki. However, his vivre card released by Oda made the shocking revelation about him only carrying two Haki abilities: Armament Haki and Observation Haki.
